I, Rt. Honourable (Chief) James Ogaba Oche, the Honourable Commissioner in charge of the Public Complaints Commission in Benue State, with immense pleasure, wish to introduce to you this Website that will expose you to useful information on our mandate, services and initiatives.
I, therefore, wish to encourage you to continue to patronize this Website as this Commission is poised toward promoting good governance through relentless efforts in providing administrative justice to victims of maladministration by all tiers of government as well as public and private incorporated organization in Nigeria. This, the Commission will do through alternative dispute resolution, coupled with enforcement when situations demand. Your complaints and feedback are, therefore, of immense importance to the Commission’s operations.
In view of the above, I wish to use this forum and encourage you to report to this Commission, through this Website, all issues of maladministration and bad policies by the aforementioned bodies. This information will assist the Commission to take remedial actions towards those abnormalities.

History/Profile of the Public Complaints Commission in Benue State
The Public Complains Commission in Benue State is a Branch of the Commission at the National level. Otherwise known as the Ombudsman, the Commission was established Nationwide through Decree 31 of 1975 which was later encapsulated in the Nigerian Constitution, now CAP. P. 37, Laws of the Federation of Nigerian, 2004.
The main mandate of the Commission with its branches is to receive form the public, and initiate, complaints against all tiers of Government, public and private incorporated originations in Nigeria on maladministration for investigation and resolution.
Subsequent to the creation of Benue State in 1976, an Area Office was opened in Makurdi in June 1978. The Area Office was covered by the then Honourable Commissioner of the Commission’s branch Office in Plateau-State. Later, the Commission established a branch in Benue State in September 1979, with a Resident Honourable Commissioner.

The above list notwithstanding, it should be noted that from 1999 to April 2012 (13 years), there was no Commissioner in PCC, Benue State, just like in other states in Nigeria. The first set of Commissioners in the second segment was appointed on 14th May 2012. However, from May, 2012 to May, 2015, while there were Honourable Commissioners in all other states, Benue State had no Commissioner.
Formal Arrival of the Honourable Federal Commissioner to PCC, Benue State
The Honourable Federal Commissioner assumed duty on 2nd October, 2024.
During an interaction with staff, he stressed a transformative stewardship and particularly expressed his willingness and readiness to passionately realise the mandates of the Commission and also promote staff welfare which he said topped the priority list of the Honourable Chief Commissioner.
Successfully Handled Complaints during this Tenure
On 9th October 2024, the Commission amicably resolved a protracted land dispute between Akoo Obaver and Zege Apaa in a case conference that was held on the date.
The complaint had been lodged with the Commission on 2nd April, 2019, in which the complainant, Akor Obaver Benjamin, alleged that the piece of land had been legitimately allocated to him by the Benue State Ministry of Lands and Survey but had been sold to one Zege Apaa by the relatives of the deceased who had claimed ownership of the land through traditional inheritance.
Similarly, the Commission, during Ten case conferences held on 19th March 2025, recovered N70, 000 from a debtor for a money lending Firm, the Trustworthy
Also, on 23rd July 2025, the Commission successfully recovered N1, 000, 000 for a complainant, Mr. Gowon Obande. The money had been withheld in his account at Hope Payment Service Bank, Abuja, since 4th August 2024, until the intervention of the

Area Offices in the Commission
The Commission in the State had had Five area offices since 1985. The area offices were
Ankpa, Idah, Gboko, Katsina-Ala and Otukpo. However, following the creation of Kogi State from Benue State in 1993, the new State took away Ankpa and Idah Area Offices from Benue State.
Subsequently, the national Headquarters, in 1998, approved the opening of the Fourth area office in Okpokwu Local Government. The Office was opened on 20th December, 1999, with Daniel Benjamin, who was redeployed from the Otukpo Area Office, as the pioneer Area Officer.
The Vandeikya Area Office was opened on 27th August, 2013, with Mr. Injo Pius as the first Area Officer. Consequently, the Benue State Branch of the Commission had Five area offices.
In January, 2015, Seven more area offices were opened, bringing the number of area offices to Twelve. The new area offices are: Ado, Apa, Buruku, Gwer-East, Kwande, Ogbadibo and Oju.
Subsequent to letters, dated 17th May, 2016, that had been sent to Four local governments for approval of opening area offices in the local governments, the following Four Area Offices were opened: Konshisha, Makurdi, Obi and Tarka. With the additional area offices, the State had Sixteen`area offices.
Besides, an approval was given in July, 2019, for opening of Seven more area offices. The opening of the Seven area offices resulted in each area office in the Twenty Three local
governments having an area office. The Seven Area Offices are: Agatu Area Office, Guma Area Office, Gwer West Area Office, Logo Area Office, Ohimini Area Office, Ukum Area Office, Ushongo Area Office.
Subsequent to packing from the Federal Secretariat, Makurdi, from 15th to 19th September, 2022, to the permanent site, the office in the Federal Secretariat become an Annex.
The above area offices are: Ado, Agatu, Apa, Buruku, Gboko, Guma, Gwer-East, Gwer- West, Katsina-Ala, Konshisha, Kwande, Logo, Makurdi, Obi, Ohimini, Ogbadibo, Oju,’Okpokwu, Otukpo, Tarka,Ukum, Ushongo, Vandeikya.
