The Honourable Federal Commissioner’s Welcome Address on Appointment for A Second Term in Office:

It is my honour and privilege to introduce myself once again as the Honourable Commissioner of the Public Complaints Commission Borno State having been appointed for a second term at the expiration of my first tenure.
I am Honourable Yusuf Adamu Borno State Commissioner, I would like to seize this opportunity and extend my warm regards to each and every one in Borno State and to as well, dwell on the mandate of the Public Complaints Commission.
The Public Complaints Commission is an institution established primarily to investigate complaints from members of the public regarding maladministration, injustice and abuse of power by government agencies, public institutions and private organizations. It is the primary objective of the Public Complaints Commission to provide the platform for citizen to voice out their respective grievances in order to seek redress.
The Borno State office of the Commission under my watch is ever ready to promote transparency, accountability, and good governance. Our aim is to ensure that citizen’s rights and privileges are secured and protected, and also to ensure that their complaints are addressed in a fair, impartial and timely manner.
My second term in office as the Federal Commissioner, I pledge to uphold the principles of fairness and justice, my staff and I would work tirelessly to investigate complaint thoroughly, provide succor to complainants and promote good governance in Borno State.
I want to use this opportunity also to invite members of the Public to take advantages of our free services. We are always committed and dedicated in listening to your concerns and providing you with the necessary support and guidance.
May Almighty God continue to guide and support us all.

History/Profile of Public Complaints Commission Borno State Office
Background
The Public Complaints Commission (PCC) is Nigeria’s institutional ombudsman, established by the Federal Government under the Public Complaints Commission Act, Cap P37, Laws of the Federation of Nigeria, 2004. The Commission is charged with the responsibility of receiving and resolving complaints lodged by aggrieved citizens or corporate bodies against administrative injustices, abuse of office, corruption, and unfair treatment by public institutions or private organizations performing public functions.
In Borno State, the Commission has a long-standing history of service to the public since its establishment in 1975. The pioneer Federal Commissioner was Alhaji Abdullahi Danburam Jadda who served from 1975 to 1976, followed by Alhaji Musa Dagash (1979–1983), Alhaji Ibrahim Biu (1983–1989), Alhaji Mohammed Kukawa (1997–2000), Alhaji Sanda Garba (2012–2018), and Alhaji Nguru Lawan Gasi (2018–2022). Office Location
The Commission’s initial office was located at the defunct Old Provincial Secretariat at No. 1 Jos Road, Maiduguri. However, through the proactive leadership of Hon. Yusuf Adamu, He facilitated the movement of the Commission’s office to the permanent site, and single handedly make provision for the office furniture, in addition to the parameter fence he build to protect the equipment and properties of the state office. This was made possible by a land allocation from the State Government and was formally commissioned by His Excellency, Professor Babagana Umara Zulum, mni, CON, fnsc, Executive Governor of Borno State.
The Commission moved to its permanent site on 20th June 2022, situated behind the Old Provincial Secretariat, near Borno State Scholarship Board, Maiduguri, Borno State.

In addition to the above, the Commission has strategically installed complaint boxes across all Local Government Areas (except Maiduguri, Biu, Gwoza, and Monguno, where there are functional or temporarily relocated offices) to facilitate public access and promote administrative justices.
