Bismillaahir Rahmaair Raheem, it is my absolute delight to meet you all here today the 30th of September 2025 which marks the beginning of another existing journey, filled with stepwise affairs in righting the wrongs in the day to day mal-administrative actions or inactions, away from my professional material and financial assets auditing functions.
Thus, meeting you all today is corroboration for effective and efficient team work to achieve the onerous task of the Commission.
Furthermore, I do not accept failure of any kind. Be assured that I am very conversance with varying challenges facing you and the Commission and we are committed to addressing the bottlenecks and in extension to those teething issues concerning the rights of our teaming complainants.
Substantially, your cooperation is highly solicited while I pledge to always receive your calls and work tirelessly to face-lift this branch office of the Commission, aiming at achieving a just and fair mediation as part of my main legacy.
Brief History/ Profile of Public Complaints Commission, Kebbi State Office
The Kebbi State branch of the Commission came into existence in August, 1991 with the creation of Kebbi State out of the old Sokoto State. However, the office continued to operate in Sokoto until the year 1993 when it finally relocated to Birnin Kebbi housed at Emir Usman Road RafinAtiku, BirninKebbi.under the leadership of Alh. Abdullahi Abubakar (Madawakin Yauri) as its first Hon. Federal Commissioner whose tenure ended in 1998. The office was taken over by Alh. Danjumma K. Wunduh as Director of Investigation on acting capacity to the year 2000 when a substantive Director of Investigation was appointed in person of Mr. David Dazi (late) who served between the year 2000 and retired in 2006. He was again re-succeeded by the former acting director up till June, 2008 and left on retirement where Alh Muhammad Inuwa Gado took over the office as director also on acting capacity.
In the year 2012, late Alh. Abdullahi Abubakar Argungu (Barden Kabi) became the 2nd Hon. Federal Hon. Commissioner of the Public Complaints Commission Kebbi State but left the office as an act of force majeure (death) dated October, 2014, where Alh. Abubakar Usman Gotomo was appointed the 3rd Hon. Federal Commissioner in the year 2015 to 2018. In the year, 2018 Barr. Mohammed Musa Sakaba ( Notary the Public, ACIArb) took over the leadership as the 4th Hon Federal Commissioner and served for 2 terms (6 years, i.e. 22nd May, 2018 to 7th July, 2024), hence for the incumbent Honourable Fedederal Commissioner (Hon. Samaila Salihu Bui, FCNA, FCMA).
This branch office of the Commission exists with four (4) Zonal Offices coordinating the 21 Local Government Areas in Kebbi State located in Argungu, Kamba, Yauri and Zuru. All the Zonal Offices are provided with office accommodation by its respective host Local Government Council. The Zonal offices are supervised by the main office at Birnin Kebbi the Kebbi State Headquarter located at Gwandangaji Area, along New State Secretariat Road, Birnin Kebbi.
Since the inception of the Commission in Kebbi State, it brought about peace and harmony for its timely intervention on various conflict which were resolved amicably bordering on intercommunity/communal misunderstanding between farmers and livestock rearers and other boundary disputes, infractions in appointments, selections, compensation for; land, landed properties and installations on land. Other intervention made proactively includes poor maintenance culture by some public and private sectors particularly in functionaries like; hospitals, schools, health facilities, waste disposal, water installations etc.
Presently, this office is operating on staff strength of 31 with vibrant senior officers as majority and investigative operational activities are categorized as private and public investigation departments. The departments are further segregated into units viz; public and special cases unit, courts/uniform men related complaints unit, Local Government and Chieftaincy Affairs unit and MDA unit. Each unit is headed by an officer not less than Gl.12.
In the year, 2025; as at June, 2025 ended, this Commission has handled 430 cases and resolve 407(95%) with pending 23(5%) which are inclined on oppression/suppression by those in the corridor of power, financial recoveries resulting from misuse of power, shortfalls in the enforcement of standard procedures by the responsible agencies, disputes on contract payments, difficulty in processing retirement benefits, grazing land conflict, maladministration in court proceedings and other land related problems.
