Therefore it has offices in the thirty-six States of the Federation and the FCT, as well as area offices in Local Government. This facilitates the ease with which complaints reach the Commission. MAN HON. CHILLE W. IGBAWUA, CHIEF COMMISSIONER PUBLIC COMPLAINTS COMMISSION OF NIGERIA
Born to Mr. Daniel Igbawua Zasha and Mrs. Lydia Avoso Igbawua in Lessel- Mbagwa, Ushongo Local Government Area of Benue State, Hon. Chille Igbawua is a Lawyer, Technocrat Administrator and parliamentarian.
He holds Master’s Degree in Law with bias in Constitutional Law (LLM) and is a Fellow of the Chartered Institute of Personal Administrators of London and Wales (FCIPA)
A product of the famous Government College Keffi, Hon. Igbawua has attended several institutions in Nigeria and abroad including but not limited to the University of Uyo, University of Jos, Benue State University, University of Ibadan, Nigeria Institute of Management, Lagos and several others abroad in the United Kingdom, United States of America, Israel and Malaysia among others.
Hon. Chille Igbawua had a meritorious Civil service career in the Benue State Civil Service capping same as Director Administration and Finance in the Ministry of Justice and Permanent secretary, Ministry of Finance and Economic Planning. (The first and only Lawyer to serve in that portfolio).
He voluntarily retired from the service, for politics, successfully contested and was elected as Hon. Member House of Representatives in the 6th Assembly (2007- 2011) where he proved an astute and outstanding parliamentarian.
Well respected in the National Legislature Hon. Chille Igbawua served as Deputy Chief of Staff and Special Adviser on Legal & Legislative Matters to the Rt. Hon. Speaker Aminu waziri Tambuwal. (2011-2015).
Until his appointment as the Chief Commissioner of the Public Complaints Commission, he was the Special Adviser on Legal and Legislative Matters to the Rt. Hon. Speaker Yakubu Dogora.
A widely traveled personality, he has visited several countries, including but not limited to the USA, UK, United Arab Emirates, China, Australia, Malaysia, Switzerland, Srilanka, Ghana, Benin, Germany, Italy, Cameroon, Cote d’Ivoire among others.
He is happily married to Mrs. Betty Member Igbawua and the marriage is blessed with children.

Bar Chukwuemeka O. Nwaogu (KSC) - "Abia Ombudsman" - hails from Umuola Okpulor in Aba North LGA of Abia State. He obtained his LL.B degree in 1988 from the then Imo (now Abia) State University and was called to the Nigerian Bar in 1989. The Nigerian Ombudsman for Adamawa State, Mr. Manassah N. Michael is 57 years old and from Hong Local Government Area of Adamawa State. He has served in the health sector as a nursing officer in General Hospitals across Adamawa State and Taraba State when it was in the defunct Gongola State. He retired as Chief Nursing Officer at the Federal Medical Center, Yola in December 2016. He was re-engaged as a contract staff up until now when he was appointed the new Commissioner for Adamawa State in May 2018. Mr. Michael has done research work on Child Abuse and Neglect in Nigeria and Psychological Effects on Prostatectomy Patients. He attended a post-graduate training in Post-Operative Nursing and specialized in Laparoscopic Surgery.

Prince Ik. Samben Nwosu KSC was born on 25th December, 1972 into Ezeodumegwu Nwosu clan of Nnewi Royal family in Otolo Nnewi, Anambra State. A man of humble beginning, visionary, amiable and a sagacious Leader is married to Lady Charity Ogochukwu Samben-Nwosu and the family is blessed with three beautiful Children.
He had his Post Primary Education at Boys Secondary School Amichi , Anambra State after successful completion of his Primary School Education. Having passed his Senior Secondary School Certificate Examinations (SSSCE) with outstanding performance, He was admitted into the Federal Polytechnic Oko, Anambra State to study Accountancy where he graduated with a Higher National Diploma (HND) in 1999.

Later on in 1996, He worked as the Customer Care Attendant, Nigeria Telecommunications Limited (NITEL) where he served for one year during his Industrial Training in preparation for his Higher National Diploma.

He later extended his services to the Insurance Industry and became the Regional Manager of Pinnacle Insurance Brokers Limited Abuja & Northern Region. In 2011, Prince Samben was elevated to the rank of Executive Director, Peak Insurance Brokers Limited Abuja and assisted the firm to achieve a very challenging task in public sector Insurance which earned him several awards of honour.
Due to the onerous task of service to humanity for Societal betterment, Samben in 2013, joined active politics and was gracefully appointed the Special Assistant (Special Duties) to National Publicity Secretary of Peoples Democratic Party (PDP).Since then, He has chaired several committees in the party and was appointed a Special Consultant on SURE-P Graduate Internship Scheme (GIS) sensitization workshop under the Leadership of the then Nigerian President, Dr. Goodluck Jonathan GCFR. He is also a Consultant in Insurance and Telecommunications due to his experience and expertise in these sectors.
On the 23rd May 2018, Prince Samben Nwosu Ksc was appointed a Federal Commissioner (OMBUDSMAN), Public Complaints Commission, Anambra State. As an OMBUDSMAN, He has distinguished himself as an unbiased Umpire having settled numerous cases on social and administrative injustice which has given the Commission a facelift in Anambra State and beyond.

Profile of the Honourable Commissioner
Born on the 26th September, 1947 in Konshisha Local Government of Benue State, Chief Theophilus Sarwuan Adzaagee obtained his First School Leaving Certificate in 1965. Thereafter, he proceeded to Mkar Teachers College, near Gboko where he graduated with Teacher’s Grade II Certificate in 1970. In the year 1975, Chief T. S. Adzaagee passed out from Advanced Teachers College, Kano with a National Certificate in Education (NCE) in English and History. After a two year stint in teaching, Chief T. S. Adzaagee proceeded to Bayero Unversity, Kano where he graduated in 1980 with a Bachelor of Art degree in English at second class upper division.
Chief T. S. Adzaagee joined the administrative cadre of the Benue State Civil Service after his graduation from the University. To further develop his skills in the rudiments of administration, he attended a number of courses including Diploma in Modern Management Techniques, Certificate in Speech Writing and Communication Skills and Advanced Certificate Speech Writing and Communication Skills among other courses.
In the administrative service of Benue State, Chief T. S. Adzaagee undertook very sensitive and challenging assignments including Secretary, Benue State Boundaries Commission; Secretary, State Executive Council and Sole Administrator, Katsina- Ala Local Government in 1991.
In the year 1997, Chief T. S. Adzaagee was appointed Director General in the Civil Service of Benue State. In that capacity, he served in the Ministry of Local Government and Chieftaincy Affairs. In March, 1997, the nomenclature of Director General was abrogated and the title of Permanent Secretary restored. Under the restored nomenclature of Permanent Secretary, he served in a number of ministries, becoming the Permanent Secretary, Government House Administration in July, 1997. It was from this position that he was appointed Head of Service of Benue State on the 19th May, 1999. Chief T. S. Adzaagee retired from the Benue State Civil Service on the 10th June 2003. While in service, he was a recipient of a Presidential award as the best Head of Service in the North Central Zone by President Olusegun Obasanjo in the year 2000.
Chief T. S. Adzaagee served in a number of capacities after retiring from the Benue State Civil Service. Firstly, as Chairman, Benue State Hospitals Management Board from June, 2009 to August, 2015; Chairman, Benue State Flood Relief Committee from 2011- 2012 and Member, Benue State Public Service Reform Committee from 2015- 2018.
Finally, on 23rd May 2018, Chief T. S. Adzaagee was appointed Honourable Commissioner of Public Complaints Commission, Benue State. He is married with Children and his hobbies includes reading, writing and watching football.

Honourable Nguru Lawan Gasi was born on 2nd November, 1950 in Nguru Local Government Area of Yobe State. His home town is Gasi in Shani Local Government Area of Borno State.
Hon. Gasi attended Shani Central Primary School from January 1959 to December, 1965 and proceeded to Borno Teachers College from 1966 t0 1969. He joined the Nigeria Army that same year as a specially enlisted candidate and rose to the rank of Sargent before he resigned in October 1981, while in the Military, he attended Kaduna Polytechnic to undergo an administrative course, were he obtained a certificate in executive grade (general) at lower credit i.e. from October 1979 to November 1980.
Hon. Gasi later secured an admission in the same Kaduna Polytechnic to study a professional Diploma in Public Accounting and Audit.
After his voluntarily withdrawal from the Nigeria Army he took up appointment with the Borno State Government as Executive Officer on GL: 07 in March 1986. There he grew up to the rank of Principle Accountant on GL: 12 before joining politics in September 1998.
While in politics, he was nominated caretaker Chairman of Shani local government area in October, 2003 to March 2004, after which he became chairman elect in April 2004 to May 2006 and reelected in April 2008 to May 2010.
Hon. Nguru Gasi became Assitant Secretary of the then ANPP Borno south for a period of four (4) years from July 2010 to May 2014 and later appointed as Senior Special Assistant to the Executive Governor of Borno State Hon. Kashim Shettima from July 2017 – June 2018.

Mr. Joseph Imoniro Otheremu was inaugurated as the Honourable Commissioner of the Public Complaints Commission, Delta State, on 23rd of May, 2018. By this appointment, he became the Official Ombudsman and head of the Public Complaints Commission in Delta State.
He holds a Master’s Degree and is an active and astute Politician. He has held several offices, prominent among which was as pioneer Vice Chairman of Isoko North Local Government Area of Delta State during the period 1991-1993. Furthermore, in the 8th Assembly, he served as Senior Special Assistant to the Honourable Speaker, Barr. Yakubu Dogara between the period spanning 2015 - 15th May, 2018.

Amb. (Chief) Peter J.E. Anegbeh was born at Ivioghe-Agenebode in September, 1950, to a successful farmer, Late Chief Anegbeh Ikhenoba; the Anawii and Ogbotusu of Weppa-Wanno Kingdom.
He has his elementary primary school at Ivioghe and St. Peters Grammer School Agenebode. Having completed his primary and secondary schools, he proceeded to Montreal, Canada where he bagged his B.A Degree in International Affairs in 1977. Thereafter, he was enlisted into the Ministry of Foreign Affairs.
Amb. Chief Anegbeh has his first posting to Botswana/ Lesotho/Swaziland between 1980-1983. On his return to Nigeria from Botswana, the ministry sponsored him for his Master’s Degree in International Law and Diplomacy, at the University of Lagos in 1984-1985.
The Diplomat extra-ordinary, Amb. (Chief) Peter Anegbeh has held several positions of local and international levels. He was Head of Protocol, Presidential Lounge, Lagos in 1993-1995, Ministry/ Deputy Head of Mission, Kakarta, Indonesia between 1998-2003. He was also Minister/ Charge‘d’ Affairs a.i, Singapore in 1998-2000. Amb. P. Anegbeh headed Nigeria Delegation in 2000 to the Group of G. 77 held in Bali-Indonesia. He also headed Nigeria delegation as Observer in Asia Economic Conference held at Singapore in 2001.
He became Chief of Protocol, Ministry of Foreign Affairs in 2003-2007. As a result of his high acumen in diplomacy, he was elevated to the post of Nigeria High Commissioner to Malaysia, Dares-Salaam, in 2007-2010.
Having served the country as a career Diplomat, he retired meritoriously from Federal Service in 2010. It should be note at this junction that after retirement, the Edo State Government discovered that it can tap from his wealth of experience in the foreign sphere, hence he was appointed Director of Foreign Trade and Investment between 2011 to 2015.
Amb. Anegbeh has organized several protocol workshops and led Trade Missions to Malaysia in 2012 to 2017. The great Diplomat has many chieftaincy titles among is: The Obotsu of Weppa-Wanno Kingdom, Agenebode, Edo State. He is a recipient of several awards both local and international.Amb. Honourable Arokodare Yemi Tomiwa hails from Ijero-Ekiti in Ijero Local Government, Ekiti State. Born in 1961. He is married with children. Honourable Yemi Arokodare holds Advance Level Certificate from the School of Basic Studies, the Polytechnic, Ibadan in 1978 and a Bachelor of Science in Economics from the University of Ibadan in 1983. He attended Harvard University, USA and was awarded a Certificate of Completion for Leaders Development programme, June 2014 and as well as John F. Kennedy School of Government, Executive Education, U.S.A.

Honourable Yemi Arokodare possesses extensive public sector work experience. He is currently the Commissioner Public Complaints Commission, Ekiti State. He is running his second term in office. He had worked as Special Adviser, Special Duties to the Rt. Hon. Speaker Patricia Etteh, Speaker of House of Representative Representatives between June 2007 to October, 2007.
He held the same position with Rt. Hon. Dimeji Bankole for two months and resigned in December, 2007, and held the same position from June, 2011 till April, 2015 as Special Adviser, to the Rt. Hon. AmminuWaziriTambuwal, Speaker, House of Representative.
Between 2003 and 2007, he was an elected member of the Federal House of Representatives and Chairman, House Committee on communication.
At various periods in the mid to late 80s, he was a Research Executive with Nigeria Industrial Bank and a Sales Representative with Phoenix Oil Company. Alhaji Yahaya had his primary education at Central Primary School Gawu in Abaji Area Council of Federal Capital Territory Abuja from the year 1971 to 1978. Barrister Chief Willie Amadi, born on the 30th day of November, 1962 hails from Owerri in Owerri Municipal Council Area. He is a legal practitioner and was Head of Chambers at Times Nominees Chamber, Lagos and Owerri. He has over twenty-three years of cognate legal practice and research at National and International levels after his tutelage with Chief Rotimi Williams Chambers in 1995. He has been involved in a wide range of socio-economic and political studies designed to plan, monitor, evaluate and appraise a number of legal development programmes in Nigeria under the Federal Ministry of Justice.
